Portugal property tax for Canadian buyers: purchase, ownership, rent and sale

A Canadian buyer will recognise the shape — a transfer tax at closing, a municipal tax each year, tax on the gain at sale — and be surprised by the details: brackets instead of a flat land transfer tax, an annual tax on a formula value far below price, and 7,5 % if you buy before you are resident.

Closing costs: IMT and stamp duty

IMT is charged on the higher of the price and the tax value (VPT), by slices — the 2026 brackets for a main home of a Portuguese tax resident:

ValueRate
up to 106 346 €0 %
to 145 470 €2 %
to 198 347 €5 %
to 330 539 €7 %
to 660 982 €8 %
to 1 150 853 €6 % flat
above7,5 % flat

A second home or rental pays 1 % from the first euro on the same upper brackets. Stamp duty adds 0,8 %; registration (Casa Pronta) 375 €, 700 € with a mortgage. On a 350 000 € main home a resident pays about 14 240 € of IMT and 2 800 € of stamp duty — in the range of Toronto’s combined provincial and municipal land transfer tax on a similar price.

Buying before you are resident: 7,5 %. Since 25 May 2026 a buyer who is not Portuguese tax resident on the day of the deed pays a flat 7,5 % IMT on any home — 26 250 € on that 350 000 € purchase — unless they were previously resident here. The difference is refunded on request if you become tax resident within two years, or let the home within six months at a moderate rent (2 300 € a month or less in 2026) for 36 of the first 60 months. Canadians arriving on a D7 or D8 register as residents before completing, or claim the refund afterwards.

  • 14 240 € IMT on a 350 000 € main home for a resident — 26 250 € if bought while non-resident, refundable
  • 0,8 % stamp duty on every purchase; no HST/GST on resale homes, and VAT-exempt on new ones
  • 0,3 – 0,45 % IMI a year on a formula value, typically a third to a half of the price
  • 25 % flat tax on residential rents; 50 % of the gain taxed at sale

Every year: IMI and AIMI

IMI is 0,3 % to 0,45 % of the VPT (0,8 % on rural land), set by each municipality, paid in May, or May and November, or May, August and November depending on the amount. Because the VPT is a formula value, the annual bill on a 350 000 € home is commonly 500–900 € — a fraction of Canadian property tax on a comparable house. A main home with VPT up to 125 000 € and household income up to 153 300 € is exempt for three years after purchase (residents only). Homes left empty for more than a year can be charged triple.

AIMI applies above 600 000 € of aggregate residential VPT per owner (1,2 million for a couple filing jointly): 0,7 %, then 1 % above 1 million and 1,5 % above 2 million; companies 0,4 % from the first euro. There is no Canadian equivalent, and no equivalent in Portugal of the vacancy or foreign-buyer taxes of Ontario and British Columbia beyond the new 7,5 % IMT rate.

Letting

Rent from a long-term lease is taxed at a flat 25 % of the net rent (IMI, condominium, insurance, repairs deductible; mortgage interest not), reduced to 15 %, 10 % and 5 % for leases of five, ten and twenty years — or at the progressive rates by option. The lease is registered with Finanças and carries stamp duty of 10 % of one month’s rent. Short-term lodging (alojamento local) needs a licence and is business income (35 % of turnover taxable in the simplified regime, 50 % in containment areas).

A Canadian resident letting a Portuguese flat pays Portuguese tax first (treaty art. 6) and credits it in Canada; a Portuguese resident letting a Canadian property pays 25 % on gross in Canada (or net under section 216) and declares the rent in Portugal with credit.

Selling

Portugal includes 50 % of the gain — price less indexed cost, purchase costs, improvements of the last twelve years and selling costs — in income at the progressive rates, for residents and non-residents alike. A resident’s main home is exempt if the proceeds, net of any mortgage repaid, buy another main home in Portugal or the EU/EEA within 36 months (24 months before); sellers over 65 or retired may buy an annuity or pension product within six months instead. Reinvesting in a Canadian home does not qualify. The treaty leaves the gain on Portuguese property to Portugal; Canada taxes a resident’s gain too with credit, and applies its own principal-residence exemption only to a home that was the taxpayer’s principal residence.

Passing it on

No inheritance tax: gifts and inheritances carry 10 % stamp duty on the VPT, and spouses, children, grandchildren and parents are exempt. Canadian deemed disposition at death applies to a Canadian resident’s Portuguese property; for a Portuguese resident it does not. A Canadian can choose Canadian law for the succession in a Portuguese will under the EU Succession Regulation, which sidesteps Portuguese forced heirship.

Steps

NIF and bank account

Through a tax representative before travelling; the account funds the deposit and the visa file.

Residence before the deed, if moving

Address registered at Finanças to pay IMT at the resident scale; otherwise plan the refund claim.

Promissory contract and deed

10 % deposit at the CPCV; IMT and stamp duty paid the day before completion.

Afterwards

IMI from the following May; lease registration if letting; annual return with annex F or G.

We compute the IMT and stamp duty before you sign, register your residence at the right moment, file the refund when the 7,5 % rate applied, and handle the annual IMI, AIMI and rental returns. Send us the listing.

Questions

Is there a foreign-buyer tax like Ontario's NRST?

Not as such. The only extra cost for a non-resident is the 7,5 % flat IMT since May 2026, which is refundable if you become resident within two years or let at a moderate rent — Ontario's 25 % NRST has no refund of that kind for most buyers.

Can I get a Portuguese mortgage as a Canadian?

Yes; banks lend to non-residents at lower loan-to-value ratios (typically up to 60–70 %) with proof of income and a Portuguese account. Interest is not deductible against Portuguese rental income or on your own home.

How is the tax value (VPT) set?

By Finanças from a formula (area, location, quality, age) at the first registration or on request; it is reviewed every three years on request and is usually well below market. IMT uses the price when higher; IMI and AIMI use the VPT.
