Choosing where to live in Portugal is a trade between four things the statistics measure well — housing cost, climate, income and access to services — and a fifth they do not: the life you want. This guide puts the measurable four on the table, region by region, with the official figures of the first quarter of 2026, so that the fifth can be decided with open eyes.

What a budget buys, city by city
Take a 75 m² flat at the median rent for a new lease: 1 306 € a month in Lisbon, 1 072 € in Porto, 1 023 € in Almada, 711 € in Coimbra, 596 € in Leiria, 488 € in Guimarães — against 710 € at the national median. The same flat bought at the median price: about 397 000 € in Lisbon, 263 000 € in Porto, 168 000 € in Braga, 157 000 € in Leiria, 133 000 € in Barcelos. Salaries do not scale the same way: the national average gross remuneration is 1 835 € a month (INE, Q2 2026), higher in Lisbon but not by the ratio of the rents — which is the arithmetic pushing families to Setúbal, Braga and the centre. The questions that sort people
Do you need an airport within an hour? Lisbon, Porto and Faro have the international airports; Coimbra, Leiria and Setúbal are within reach of one; the interior is not.
Do you work in Portugal or remotely? A Lisbon or Porto salary pays for Lisbon or Porto; a foreign salary or pension buys the most in the centre, the Minho and the interior, where the euro goes twice as far. The D7 and D8 visas exist for the second group — see visas and residence.
Children and schools. International schools cluster in Cascais–Oeiras, Lisbon, Porto and the Algarve; the public system is everywhere and free, in Portuguese — our education guide covers both.
Health. The SNS is national, but the big hospitals and most private groups are in the two metropolitan areas, Coimbra and the Algarve; inland, the district hospital may be an hour away. See health insurance in Portugal.
Summer heat or winter rain? The IPMA normals settle it: Porto for cool summers and rain, the Algarve for dry warmth, the Alentejo for heat, the interior north for four seasons. The climate guide has the month-by-month figures.
Language. English is common in Lisbon, Cascais, Porto and the Algarve coast; elsewhere daily life runs in Portuguese, which is an argument for or against depending on why you came — see living in Portugal without speaking Portuguese.
A practical method. Rent for a year before buying, in the second choice rather than the first: Setúbal or Oeiras rather than central Lisbon, Gaia or Matosinhos rather than Porto's centre, Loulé or Tavira rather than Vilamoura. The medians above are for the whole municipality; the street you end up on is where the numbers stop being averages.
Where is the cheapest place to live in Portugal?
The interior north and the inland Alentejo, where INE's medians are far below the national 2 337 €/m² and rents fall to 5–7 €/m². Among cities with full services, Guimarães, Barcelos, Leiria and Coimbra offer the best value.
Is Porto much cheaper than Lisbon?
Yes: median sale price 3 510 €/m² against 5 082 €/m² over the twelve months to March 2026, and rents of 14,29 €/m² against 17,22 €/m² (INE). See our Porto vs Lisbon comparison.
Where do most foreign buyers go?
Greater Lisbon, the Algarve, the Setúbal peninsula, Madeira and the Porto area — the five sub-regions with the highest prices, where INE also records the largest gap between foreign and domestic buyers (foreign buyers pay 34,5 % more per m² in Greater Lisbon).
Which region has the best climate?
For warm and dry, the Algarve (455 mm of rain, 18,2 °C mean) and Madeira (20 °C); for mild and green, the north; for four seasons, the interior. The IPMA normals give the exact figures.
